Families & Students: 

A new cell phone rule is starting this school year to help students focus in class. The new rule follows a state law Governor Pritzker signed on July 28, 2026, banning cellphone use by public school students during class time.   

Our policy was developed through the JTHS Parent-Teacher Advisory Committee, a group made up of parents, community members, students, and staff. The committee met throughout the 2025-2026 school year to review research, gather feedback, and carefully consider how phone use affects learning, relationships, and student well-being. 

New Cell Phone Rule: Phones Off & In Storage Space During Class 
Students will be expected to keep their cell phones turned off and placed in the assigned storage space in each classroom from the start of class until the bell rings 

This expectation applies to all classes, including Advisory. 

In addition: 

• Smart or AI-enabled glasses, including devices such as Meta glasses, are not allowed at JTHS facilities or events. 

• Headphones and earbuds must be removed and stored during class. 

• Phones may not be used in academic areas, offices, bathrooms, or locker rooms. 

• Non-JTHS electronic devices (i.e. headphones/earbuds, iPods, iPads & non-JTHS laptops, etc.) must be off and stored in backpacks during class time. 

 Students may use their phones during passing periods and lunch. 

Why this change is being made 
In addition to following the new Illinois state law, the goal of this policy is simple: to protect student focus and support stronger learning environments. Research shows that when phones are out of sight, students are better able to concentrate, retain information, and perform better academically. Even when silent, phones can create distractions that interrupt learning. 

Reducing phone use during class also helps: 

• Improve focus and academic performance 

• Strengthen classroom relationships and participation 

• Reduce stress connected to constant notifications and social media 

• Support students in developing healthy technology habits 

At JTHS, classrooms are spaces for learning, connection and engagement. This policy helps ensure students can fully participate in their education. 

How the policy will work 
At the start of each class, students will: 

1. Turn off their phone. 

2. Place it in the assigned classroom storage space. 

3. Put away headphones or earbuds. 

Students will have access to their phones when the class period ends. 

If a parent or guardian needs to reach a student during the school day, they can contact the school’s main office or the deans’ office. Staff will ensure urgent messages are delivered. 

If a student has a documented medical need related to phone use, accommodations will be honored according to their plan. 

Our shared goal 
This policy is intended to support student success, not to punish students. Our staff will work with students to help them adjust to the new expectations and maintain positive learning environments in every classroom.
